Technically all beaches in Mexico are. The Mexican government considers all beaches, even if a hotel is sitting in front of it, to be public land. With that in mind, Mexico has no statements about it beling illegal, so feel free to be Au natural. One last think, do try to be respectful of young ones and their parents who may not want them seeing Au natural beach goers. The majority of Cancun locals don't do it out of social conservatism but I don't think it offends them too much if tourists go topless, however they would probably frown on full nudity.
